Both mods have a damage multiplier so if you set DOCs' multiplier to > 1 then you may have to lower the archery mods' multiplier a bit. You may also want to tone down the NPCs' arrow dodging ability as it's quite aggressive at default settings. WebOblivion is much more of a spongey type of combat. Sometimes your attacks dont even do more than a sliver of damage on high lvl enemies no matter where you hit them or how hard and even if they are wearing like, cloth armor. It is the same with the series basically but in Oblivion it is more evident.
